전남광주통합특별시 전남대 수산해양대학, 해양기후위기 대응 韓·臺·日 글로벌 연구 네트워크 구축

전남광주통합특별시 전남대학교 수산해양대학이 자매대학인 국립대만해양대학교(NTOU)와 국제공동심포지엄을 개최하며 글로벌 해양 보전과 인재 양성을 위한 메가 거버넌스 구축에 나섰다.

전남대학교 수산해양대학 학술단(단장 이기수 학장 외 8명)은 6월 24일부터 27일까지 3박 4일 일정으로 국립대만해양대학교에서 열린 '2026 International Symposium on Marine Affairs and Conservation in the Northwest Pacific' 에 참석해 동북아 해양 강국 간의 긴밀한 학술적 파트너십을 확인했다.

올해 심포지엄은 기후변화에 따른 생태계 변동과 수산자원 고갈 등 북서태평양 지역이 직면한 공통의 위기 상황에서 한국, 대만, 일본 3국의 해양 전문가 15명이 머리를 맞대고 공동의 해결책을 모색하기 위해 마련됐다. 특히 전남대학교는 한국의 선진 해상 조업 관리 시스템을 포함한 수산해양분야의 다양한 연구 성과를 공유했다.

심포지엄 기간 동안 3개국 학술단은 ▲기후변화 대응을 위한 과학 데이터 통합 ▲북서태평양 최적화 '블루카본(Blue Carbon)' 평가 체계 ▲과학적 수산자원 평가 및 투명한 지배구조 ▲해양 폐기물 등 접경 지역 환경 문제 대응 등 5대 핵심 의제를 중심으로 열띤 토의를 이어갔다.

이날 개막식에서 NTOU 쉬타이원 총장은 전남대 방문단을 직접 환영하며 양교의 굳건한 자매결연 관계를 강조했다. 양 대학은 지난해 전남대 개최에 이은 이번 방문을 통해 수산해양 분야 국제학술심포지엄을 매년 연례화하기로 합의했다. 또 논의 중인 대학원 과정 복수학위 체결을 통해 인적 교류와 글로벌 인재 양성에 박차를 가하기로 했다.

이 밖에 여수시 교육발전특구 사업인 ‘국제협력교류강화 프로그램’의 성공적 운영을 위한 세부 논의도 이어갔다. 양 대학은 오는 11월, 전남대 재학생과 여수시 관내 고등학생 30명이 참가하는 대만해양대학 현지 단기 연수 프로그램을 통해 지역 인재들에게 글로벌 해양 전공에 대한 비전을 제시할 예정이다.

이기수 학장은 “한·대만·일 3국은 각기 다른 강점을 보유하고 있지만, 기후변화와 해상 폐기물이라는 공동의 위기에 직면해 있다”며 “오랜 자매대학인 대만해양대학과 구축한 이번 협력 체계와 인적 교류 플랫폼이 북서태평양의 지속 가능한 미래를 여는 결정적인 열쇠가 될 것”이라고 밝혔다.

전남대학교 수산해양대학은 이번 국제 심포지엄을 기점으로 대만국립해양대학(NTOU) 및 일본 해양 연구기관들과의 정례 국제학술회의로 격상시키고, 국제적인 해양환경 정책 제안에 있어 주도적인 역할을 수행하며 글로벌 교육 및 연구 경쟁력을 지속적으로 확대해 나갈 계획이다.

Jeonnam National University Expands Global Marine Cooperation Through International Symposium with National Taiwan Ocean University

The College of Fisheries and Ocean Science at Jeonnam National University (JNU) has taken a significant step toward building a regional mega-governance framework for marine conservation and talent development by hosting an international joint symposium with its sister institution, National Taiwan Ocean University (NTOU).

A JNU academic delegation, led by Dean Lee Ki-soo and comprising eight faculty members, participated in the 2026 International Symposium on Marine Affairs and Conservation in the Northwest Pacific, held at NTOU from June 24 to 27. The four-day event reaffirmed the strong academic partnership among leading maritime institutions in Northeast Asia.

The symposium brought together 15 marine experts from South Korea, Taiwan, and Japan to address pressing regional challenges, including climate change, ecosystem shifts, and the depletion of marine resources in the Northwest Pacific. During the meeting, JNU presented its latest research achievements in fisheries and marine science, including Korea's advanced fisheries management and sustainable offshore fishing systems.

Discussions focused on five key themes:

Integrating scientific data to strengthen climate change adaptation;
Establishing an optimized Blue Carbon assessment framework for the Northwest Pacific;
Advancing science-based fisheries resource assessment and transparent governance;
Addressing transboundary marine environmental issues, including marine debris; and
Strengthening regional cooperation for sustainable ocean management.

At the opening ceremony, NTOU President Hsu Tai-yuan warmly welcomed the JNU delegation and emphasized the enduring sister-university relationship between the two institutions. Building on last year's symposium hosted by JNU, both universities agreed to institutionalize the international symposium as an annual event. They also committed to accelerating negotiations on a dual-degree graduate program to further promote academic exchange and cultivate globally competitive marine professionals.

The two universities additionally discussed the implementation of the International Cooperation Enhancement Program, part of Yeosu City's Education Development Special Zone initiative. Under the program, approximately 30 JNU students and high school students from Yeosu will participate in a short-term training program at NTOU this November, providing local youth with valuable international exposure and opportunities in marine science.

Dean Lee Ki-soo highlighted the importance of regional collaboration, stating:

"Although Korea, Taiwan, and Japan each possess unique strengths in marine science, we all face common challenges such as climate change and marine pollution. The collaborative framework and human exchange platform established with our long-standing partner, National Taiwan Ocean University, will serve as a key foundation for building a sustainable future for the Northwest Pacific."

Looking ahead, the College of Fisheries and Ocean Science plans to elevate the symposium into a regular international academic forum involving NTOU and leading Japanese marine research institutions. Through expanded international collaboration, the college aims to play a leading role in shaping global marine environmental policy while continuously strengthening its competitiveness in education and research.
